Buyer requests should state the intended use, required standards, source restrictions, average and peak volumes, start date, duration, location, delivery method, receiving hours, storage, treatment, redundancy, reporting, insurance, security, and contracting process. Source-owner proposals should state the nature of control, current permits, testing history, existing infrastructure, access, available records, known constraints, desired structure, and the people authorized to negotiate.

Infrastructure and capital proposals should identify the specific project layer being offered - treatment, pumping, storage, load-out, transport, interconnection, monitoring, development capital, equipment finance, or another defined work package. A general offer of capital or equipment without a project, diligence standard, decision process, and commercial expectation is not yet an actionable proposal.

Submitting an RFP or opportunity does not create a bid, supply reservation, exclusivity, partnership, or duty to transact. The platform may route the request to an operating company, request clarification, decline, or hold it for a later stage.
