Three counterparty types drive most of the platform's work. Water buyers arrive with a specification, a geography, a volume profile, and a timeline; the enterprise routes them to the operating company that can actually serve the requirement, or declines. Source owners arrive with rights, permits, and testing history; the enterprise evaluates what a workable structure looks like, including the case where the answer is that no structure works.

The third group is capital and infrastructure partners — equipment, logistics, treatment, storage, and development capital for programs that require build-out before delivery. These engagements are structured around defined milestones rather than open-ended commitments, because water infrastructure that is financed ahead of permitting reality is the most common way these projects fail.
